I cannot find a maker's identification, but the frame and drawers are hand numbered in pencil. This chest was professionally refinished approximately 30 years ago, and it has been used irregularly since that time. Small areas in the secondary wood of the drawers were filled at the time of refinishing, but this appears to have been done for cosmetic purposes only.
There is no movement in any of the joinery including the feet, and the fully dovetailed drawers work very well for a chest of this age. As is appropriate, I suspect the chest with drawers weighs 250 lbs. There are age appropriate scratches and bumps here and there, and particularly on the top and top drawer face. Also, there is long-term wear to the veneer at the location of the ring pulls. Many of the hardware posts (which hold the ring pulls) have been replaced, and the two original posts on the bottom drawer are a bit loose.Further, some of the nuts that fasten the pulls to the drawers have been replaced. Lastly, one of the drawer locks is missing, as is the key. I would recommend Ball and Ball, Exton for the repair, replacement and or keying of the locks, and I have have already consulted them regarding this chest. I believe the clean lines and strong profiles of this chest exemplify good Regency furniture. Moreover, chests of this age and type are very difficult to find.
